Potreban konsultant u okviru projekta vezanog za mlade i migraciju
Međunarodna organizacija za migracije (IOM) u saradnji sa Ministarstvom za ljudska prava i izbjeglice Bosne i Hercegovine raspisala je poziv za pružanje konsultanskih usluga u oblasti migracije mladih i doprinosa razvoju zemlje porijekla. Ova aktivnost se odvija u okviru trogodišnjeg projekta 'Program zapošljivosti i zadržavanja mladih' (YERP) koji implementira pet agencija UN-a u Bosni i Hercegovini: UNDP, UNV, UNICEF, UNFPA i IOM.
Sredstva za ovaj program u iznosu od 5,9 miliona američkih dolara obezbijeđena su putem Fonda za ostvarivanje Milenijumskih razvojnih ciljeva (MDG-F) koji finansira Vlada Španije.

MDGF Youth, Employment and Migration programme: Youth Employability and Retention Programme (YERP)
Terms of Reference
1. Background Youth Employability and Retention Programme (YERP) is a programme supported through the Millennium Development Goals Achievement Fund funded by the Spanish Government as a contribution to enhance the National ownership of the MDGs achievement, under the UN Reform framework.
The Programme is jointly implemented by UNDP, UNICEF, UNFPA, IOM and UNV in partnership with the BiH Authorities as well as private sector associations, and civil society organizations from the community level to the Diaspora.
The specific Joint Programme objectives are to contribute to the: increasing capacities of the education system and local communities to improve youth employability; enhancing capacities of the Public Employment Services and Civil Society to develop and deliver an integrated package of youth employability measures; maximizing positive impact of youth migration whilst minimizing impact of irregular migration.
With regard to the third objective of maximizing positive impact of youth migration whilst minimizing impact of irregular migration, MDG-F seeks to harness the skills, experience and networks of young BiH Diaspora in bringing about the sustainable development of BiH and creating an environment in which young people can find meaningful work . A substantial percentage of the population of Bosnia and Herzegovina now lives abroad, one of the negative affects of which is "brain drain" or "brain waste." As such it is vital that action be taken to encourage return of skills and support reintegration of skilled migrants into their home society. This component of the MDG-F YERP project aims to create and support mechanisms and initiatives facilitating the transfer of skills, through temporary and virtual return, and where possible encouraging the permanent return of skilled migrants and the utilisation of their experience and expertise to the benefit of BiH.
2. Terms of Reference With this consultancy, the MDG-F YERP project aims to increase the ability of the Diaspora Department of the BiH Ministry of Human Rights and Refugees (MHRR)to reach out to youth BiH Diaspora abroad and to identify mechanisms and initiatives facilitating the transfer of skills, through temporary and virtual return, and encourage the utilisation of their experience and expertise to the benefit of BiH.
The consultant should be capable of sharing knowledge and best practice in the area of migration of young people in particular and assist in drafting materials on BiH diaspora, focused on enhancement of the contribution of BiH youth diaspora to the sustainable development of Bosnia and Herzegovina. Specifically, the consultant tasks will include:
Review the current mechanisms and initiatives with which BiH institutions and the NGO sector communicate with and involve Diaspora in the development of BiH and specifically youth Diaspora; Identify practical solutions which would improve efficient flow of information between BiH youth Diaspora and relevant institutions in BiH; Identify specific projects (including drafting at least one specific costed project concept note) that would harness the economic and human capital of BiH youth Diaspora; advise on EU standards in terms of all relevant issues related to dealing with diaspora and modalities of implementation; Advise on project proposals (including drafting at least one costed concept note) on improved two-way communication between BiH institutions and diaspora and harness the economic and human capital of BiH Diaspora which may be eligible for EU or other funding; Prepare and forward a final comprehensive report with recommendations to the MDG-F YERP project and the MHRR - Department for Diaspora (in English and Bosnian/Serbian/Croatian).
3. Skills and Qualifications Expert on migration issues; Relevant research experience in regards to enhancement of diasporas' contribution to sustainable national and regional development in SEE; Excellent background knowledge of the Balkans region in general, and of Bosnia and Herzegovina in particular; Knowledge of one or more official languages of BiH is desirable.
4. Coordination The consultant will be housed within and report to the MHRR Department for Diaspora, but coordinate on a daily basis with the MDG-F YERP.
5. Timeframe The consultancy will be for 15 working days and is anticipated to begin in the second half of September 2010.
